San Francisco's Local Hiring Policy for Construction (SF Admin Code section 6.22(G)) was authored by Supervisor John Avalos in concert with community advocates from around the City, the Office of Economic and Workforce Development and CityBuild, the City Attorney's Office, the SF Public Utilities Commission, the SF Redevelopment Agency, labor unions, and public works contractors.
Ending years of reliance on a failed "good faith efforts" local hiring approach, the policy sets outcome-based standards for connecting local workers, particularly in targeted communities and populations, with blue-collar and green-collar jobs created by local taxpayer dollars.
The law was passed by the Board of Supervisors on December 14, 2010, was officially adopted on December 25, and officially went into effect on March 25, 2011.
